实物保护系统设备分级研究与应用

摘要 核材料管制工作事关国家战略安全,为实现核材料“一克不少、一件不丢”的核安保工作目标,电站全面加强实物保护系统运行管理,确保电站核材料管制有效、可靠、高效,同时参考设备可靠性管理思路,在同行电站中首次提出了设备、系统、构筑物“实物保护敏感分级”的概念,开展了实物保护敏感分级工作。实物保护系统设备和区域按照重要程度及影响后果分为实物保护敏感1类、2类、3类3个等级,分级数据纳入主数据管理系统并与工单关联,针对不同等级制定相应的管控措施,包括维修响应速度、备品备件、预防性维修、标识标牌等,实现流程化、表单化、数据化管理,有效提高实物保护系统设备运行可靠性,保障电站核材料管制工作全面、可靠、有效。 Nuclear material control is related to national strategic security.In order to achieve the nuclear security work goal of“one gram is a lot,and one piece is not lost”,the power station has comprehensively strengthened the operation and management of the physical protection system to ensure that the nuclear material control of the power station is effective,reliable and efficient.At the same time,referring to the idea of equipment reliability management,the concept of“physical protection sensitive grad-ing”for equipment,systems and structures was first proposed in the same power station,and the physical protection sensitive grading work was carried out.The equipment and areas of the physical protection system are classified into three levels of physical protection sensitive:Type 1,Type 2,and Type 3 according to their importance and consequences.The graded data is incorporated into the master data management system and associated with work orders,and corresponding control measures are formulated for different levels,including maintenance response speed,spare parts,preventive maintenance,identification signs,etc.,to achieve process-based,form-based,and data-based management,effectively improve the operation reliability of the physical protection system equipment,and ensure that the nuclear material control of the power station is comprehensive,reliable and effective.
