高校教师绩效管理模式优化路径探析——基于HPT模型的思考

摘要 高校教师绩效表现内隐于人力资源管理全过程的各环节中,绩效管理制度作为教师实践行为的指路标和绩效成果的晴雨表,对其精力分配和工作动力起到引导和调节作用。HPT(Human Performance Technology)模型是以结构化形式提供绩效管理步骤的操作系统,其核心在于揭示工作环境与其他相关要素之间的相互影响关系,并进行针对性的改进设计。基于HPT模型的高校教师队伍绩效管理“一四四一”框架,以教师绩效分析为核心,涵盖教师人力资源管理招聘、培训、考核、激励四个阶段,综合计划、评价、沟通、实施四个环节,旨在将教师绩效管理与动态化、阶段化的绩效表现相融合,以实现更高水平的高校教师绩效成果。将HPT模型运用于高校教师绩效评价,能够融合国家、社会、高校及教师个人的绩效期待;顺应“以人为中心”的教师评价导向;契合循环上升的高校教师素养发展规律。 The performance of college teachers needs to be measured in all links of the human resource management process.As the substantiation of teachers’practical behaviors and a form of assessment of their performance results,the performance management system plays a guiding and regulating role in their energy distribution and work motivation.The human performance technology(HPT)model is an operating system that provides performance management processes in a structured manner.Its core is to reveal the inter-influences between the working environment and other relevant elements,and carry out targeted adjustment and optimization.The framework for the performance management of college teachers based on the HPT model,covers four stages of teacher resource management,recruitment,training,assessment and incentive,and four links of comprehensive planning,evaluation,communication and implementation,with teacher performance analysis as the core.It aims to integrate teacher performance management with dynamic and phased performance,so as to measure performance results of college teachers in a higher dimension.The application of the HPT model in the performance evaluation of college teachers can integrate the performance expectations of the state,society,colleges and teachers,conform to the“people-centered”value orientation of teacher performance assessment and is in line with the law of the cyclic and upward development of college teachers’quality.
