摘要
自《宁波高质量发展建设共同富裕先行市行动计划(2021—2025年)》发布以来,“甬有善育”成为宁波学前教育发展的价值追求。针对当前学前教育在资源总量、分布、配置和结构方面面临的诸多挑战,分析其在全面三孩与户籍政策叠加、教育布局规划、政府主体责任、内涵发展的体制机制等方面的制约因素后,提出了未来宁波学前教育实现高质量发展所需要采取的应对之策:科学规划,优化学前教育布局;加强保障,落实各级政府责任;提升质量,扩大优质资源覆盖;增加投入,提升教师队伍素质;扩展内涵,深化幼儿园课程改革;落实监测,完善监测评估体系。
Since the release of Ningbo High-quality Development and Construction of Common Prosperity Pioneering City Action Plan(2021-2025),“Yongyoushanyu”has become the value pursuit of the development of preschool education in Ningbo.According to the challenges faced by preschool education in the city in terms of total resources,distribution,allocation and structure,this paper analyzes the restriction factors such as the superposition of the universal three-child policy and the household registration policy,education layout planning,the main responsibility of the government,and the system and mechanism of connotation development,after that we put forward some countermeasures to realize high quality development of preschool education in Ningbo in the future:plan scientifically,optimize the layout of preschool education;strengthen the guarantee and implement the responsibilities of governments at all levels;improve quality,expand the coverage of high-quality resources;increase input to improve the quality of teachers;expand connotation,deepen kindergarten curriculum reform;implement monitoring and improve the monitoring and evaluation system.
