自组织理论视域下教育风险治理的“靶向模式” 被引量:3

“Targeted Mode”of Educational Risk Governance from the Perspective of Self-organization Theory

摘要 教育系统内部隐藏着人们习以为常、难以发现却极易引发较大危机的各类风险,此类风险的治理关乎教育的平稳运行与长远发展。立足于自组织理论,透视内生原发的隐藏性教育风险的治理经验,提炼出治理过程为锚定爆发点推进应急缓冲、定向系统治理优化运行机制、以制度完善强化约束监管等过程的“靶向模式”。结合校园安全风险的治理案例予以分析,明确了有效保障靶向模式良好治理的保障策略为:风险识别的能力提升,督管机制的健全强化,以及治理文化的环境建设。 Hidden inside the education system are all kinds of risks that people take for granted,which are difficult to find but easy to cause crises.The governance of such risks is related to the stable operation and long-term development of education.Based on the theory of self-organization,the management experience of endogenous and original hidden education risks is ex‐plored,and the governance process is established to anchor the flashpoint to promote emergency buffering,to aim at system gover‐nance to optimize the operating mechanism,and to improve the“targeting mode”from a better system and restraint supervision.With the combination of analyzing the cases of campus security risk governance,it is clear that the effective guarantee strategy for good governance of targeted mode is to enhance the ability of risk identification,strengthen the supervision mechanism and strengthen the environmental construction of governance culture.
