摘要
澳大利亚国家质量框架是澳大利亚针对0—5岁儿童早期教育机构及6—13岁学龄儿童的校外教育机构的服务提供国家层面治理系统的框架,致力于保障这些机构的教育服务的质量和持续改进,从而保障儿童更好的教育性和发展性成就的实现。国家质量框架包括如下要素:国家法律和国家法规,国家质量标准,评估和评级程序,国家批准的学习框架,州/地方层面的监管机构,国家层面的监管机构。在对澳大利亚国家质量框架进行介绍基础上,概括了澳大利亚早期教育和校外教育质量体系的特点。
Australia’s National Quality Framework(NQF)is the one that provides national-level governance system for its education and care institutions for early education between 0-5 years old and out-of-school education between 6-13 years old.It is committed to ensuring the quality and continuous improvement of the education and care services of these institutions,so as to guarantee the realization of better educational and developmental achievements for children.NQF includes the following ele‐ments:national laws and regulations,national quality standards,evaluation and rating procedures,nationally approved learning frameworks;state/local level regulatory agencies,and national level regulatory agencies.Based on the introduction of Australia’s NQF,this paper has summarized the characteristics of Australia’s early education and out-of-school education quality system.
