摘要
人才振兴是实现乡村振兴的基础。当前农村面临着人才总量不足且结构失衡、人才素质欠缺、以及人才引进培养以及管理机制不健全等问题。本文着力从“人才引进”“人才培育”、以及“人才聚留”三个方面引入青年大学生、新乡贤、城市科技人员返乡破解人才流失与结构困局;完善人才培育体系,着力强化乡土实用人才的培养,提升乡土人才的素质与技能;优化农村的公共基础设施,不断健全农村人才的激励与保障机制,从而为人才扎根农村提供良好的社会环境。最终形成覆盖全面,措施完善的乡土人才的引进与涵育机制,为乡村振兴奠定坚实基础。
Talent revitalization is the basis for realizing rural revitalization. However, the current rural areas are faced with problems such as insufficient total talent and unbalanced structure, lack of talent quality, and imperfect talent introduction and training and management mechanisms. Based on this, this paper focuses on introducing young college students, new country squire and urban science and technology personnel to return to their hometowns from the three aspects of "talent introduction", "talent cultivation", and "talent accumulation" to solve the brain drain and structural difficulties;improve the talent training system, focus on Strengthen the cultivation of local practical talents, improve the quality and skills of local talents;optimize the public infrastructure in rural areas, and constantly improve the incentive and guarantee mechanism for rural talents to provide a good social environment for talents to take root in rural areas. Finally, a comprehensive and well-measured mechanism for the introduction and cultivation of local talents will be formed, which will lay a solid foundation for rural revitalization.
