摘要
[目的/意义]随着有待智库解决的问题域不断拓宽,智库研究的对象变得复杂而广泛,学科交叉属性日益凸显。科学把握智库研究的基本逻辑,积极优化与探索智库决策路径尤为重要。[方法/过程]通过对逻辑层次法(MIPS)中的形成方案环节进行勾勒,本文构建了智库群体决策路径模型。该模型由汇总匹配环节与择优决策环节组成,其中汇总匹配环节包括汇总匹配工具箱等,择优决策环节包括问题认知、解析、求解和决策与统筹等模块。随后本文运用案例对其进行实证。[结果/结论]经散发疫情防控的实证环节证明,基于MIPS形成方案环节构建的智库群体决策路径模型具有合理性与可用性。
[Purpose/significance]With the increasing scope of problems to be solved by think tanks,the research objects of think tanks have become complex and extensive,and the interdisciplinary nature of think tank research has become increasingly prominent.It is particularly important to scientifically grasp the basic logic of think tank research,and actively optimize and explore new paths for think tank decision-making.[Method/process]This paper constructs the solution stage in MIPS,and builds a think tank group decision-making path model.The model consists of a summary matching stage and a merit-based decision-making stage.The summary matching stage includes the summary matching toolbox.The optimal decision-making link includes the modules of problem cognition,analysis,solution,decision-making and overall planning.Based on the theoretical model,this paper uses cases to demonstrate it.[Result/conclusion]The empirical results proves that the think tank group decision-making path model based on the MIPS-Solution is reasonable and usable.
