治理现代化背景下县域新型智库建设研究

The Research on the Construction of New Types of Think Tank in County Areas Under the Background of Governance Modernization

[目的/意义]党的十九届五中全会明确提出了“基层治理水平明显提高”的战略目标,中共中央、国务院印发的《关于加强基层治理体系和治理能力现代化建设的意见》中进一步提出“加快基层治理研究基地和智库建设,加强中国特色社会主义基层治理理论研究”的要求。县域新型智库的建设是推动乡村振兴战略与城乡融合发展的重要智力支持,在基层治理现代化过程中具有重要意义。[方法/过程]本文基于智库研究者视角,结合政策文本与实践,从县域新型智库建设的必要性、发展现状、制约因素以及发展路径等方面,分析其在基层治理现代化中所发挥的作用。[结果/结论]县域新型智库建设是提升基层治理水平能力的重要方式与创新机制。应充分发挥智库人才的专业能力,将智库思想有机融入基层治理全过程,进而推动基层社会实现良治善政。

[Purpose/significance]The Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China clearly put forward the strategic goal of “significantly improving the level of grass-roots governance”,and then the CPC Central Committee and the State Council issued the “Opinions on Strengthening the Modernization of the Grass-roots Governance System and Governance Capacity” and further put forward the requirements of “accelerating the construction of grass-roots governance research bases and think tanks,and strengthening the theoretical research on socialist grass-roots governance with Chinese characteristics”.The construction of new types of think tank at the county level is an important intellectual support for promoting the rural revitalization strategy and the integration of urban and rural development,and is of great significance in the process of grassroots governance modernization.[Method/process]Based on the perspective of think tank researchers and combined with policy texts and practices,this paper analyzes the role played by the county in the modernization of grass-roots governance from the aspects of the necessity,development status,constraints and development paths of the construction of new types of think tank at the county level.[Result/conclusion]The construction of new types of think tank in the county is an important way and innovative mechanism to enhance the level of grassroots governance.The professional ability of think tank talents should be given full play,and the think tank ideas should be organically integrated into the whole process of grassroots governance,and then promote the realization of good governance and good governance in grass-roots society.
