Evolution and Characteristics of National Science and Technology Strategy Consulting Role of the Academic Divisions of the Chinese Academy of Sciences (CASAD)

[目的/意义]中国科学院学部是国家在科学技术方面的最高咨询机构,在不同时期为国家发展战略提供决策参考。本文分析了学部咨询工作的演进历程及特点,以期为国家高端智库的研究和建设提供借鉴。[方法/过程]本文利用档案和文献资料考察学部咨询工作的历史,探究了学部咨询工作的演进历程,分析了不同时期学部咨询模式,并对学部咨询工作的特点进行了讨论和总结。[结果/结论]各个时期的学部咨询工作模式不同,学部在服务国家重大需求和国民经济社会发展方面取得了实质效果。国家高端智库建设为学部咨询能力拓展提供了更大空间。

[Purpose/significance]The Academic Divisions of the Chinese Academy of Sciences (CASAD) is the country’s highest advisory body in terms of science and technology,and has provided decision-making references for national development strategies in different periods.This paper analyzes the evolution process and characteristics of the consulting role of the CASAD,so as to provide reference for the research and construction of national high-end think tank.[Method/process]The paper investigates the history of the consulting role of the CASAD,explores the evolution of the consulting role,analyzes the consulting modes in different periods,discusses and summarizes the characteristics of consulting role of the CASAD.[Result/conclusion]The consulting modes of the CASAD in different periods are different,and the CASAD has achieved substantial results in serving the country’s decision-making requirements and the development of the national economy and society.The construction of national high-end think tank provides a wider space for the expansion of consulting capabilities the CASAD.
