共同富裕目标下新型农村集体经济高质量发展的核心要义、现实困境与实现路径——以江西省为例证

The Core Essence,Practical Dilemma and Realization Path of High-quality Development of New Rural Collective Economy under the Goal of Common Prosperity

农村集体经济是全面推进乡村振兴的重要议题,探索新型农村集体经济的有效实现形式是新时代全面推进乡村振兴和推进全民共同富裕的重大任务和重要抓手。文章分析了新型农村集体经济的内涵,重点剖析了我国新型农村集体经济高质量发展面临的突出问题:认识上还存在偏差、合力不强、氛围不浓;总量偏小、收入结构不合理,发展不平衡;法人地位不实,激励制度不完善,管理运营机制不健全;政府扶持政策有待提升,要素资源潜力无法充分发掘;农村人力资源短缺和用工成本上升等。最后,文章提出几点政策建议:一是强化组织领导,健全工作机制;二是完善体制机制,推动集体经济规范化、制度化、长效化运行;三是大力推动各种资源要素下沉;四是加强政策引导,引导资本资源下乡进村;五是加强人才资源开发引育,改变人才由农村向城市单向流动的局面。

The rural collective economy is an inseparable topic for comprehensively promoting rural revitaliza⁃tion.Exploring the effective realization form of the new rural collective economy is a major task and an important ap⁃proach for comprehensively promoting rural revitalization and promoting common prosperity for the whole people in the new era.The paper analyzes the connotation of the new rural collective economy,and focuses on the outstanding problems faced by the high-quality development of the new rural collective economy in China:Deviations in under⁃standing,weak synergy,and weak atmosphere;small total amount,irrational income structure,and unbalanced de⁃velopment;unreal status of legal person,imperfect incentive system,and incomplete mechanisms of management and operation;inadequate government support policy,and failure in fully excavating the potential of element resourc⁃es;shortage of rural human resources,rising labor costs,etc..Finally,the paper puts forward some policy sugges⁃tions:(1)strengthen organizational leadership and complete the working mechanism;(2)improve the system and mechanism to promote the standardized,institutionalized and enduring-effect operation of the collective economy;(3)vigorously promote the sinking of various resource elements;(4)strengthen policy guidance and guide capital re⁃sources to go to the countryside and enter the village;and(5)strengthen the development and introduction of talents resources to change the one-way flow of talents from rural areas to cities.
