“结构-行动”视角下新生代农民工户籍城镇化的困境与路径

The Dilemma and Path of the New-Generation Migrant Worker’Household Registration Urbanization from the Perspective of“Structure-Action”

如何推进新生代农民工户籍城镇化,解决人户分离的问题成为现代化进程中社会管理的主要难题。文章基于“结构-行动”视角分析新生代农民工户籍城镇化困境的宏观与微观动力机制。宏观上,户籍的符号意义与制度资源、城市融入难题、城乡空间分工下农民工的就近转移与乡村发展潜力,构成了新生代农民工户籍城镇化的背景;微观上,从生存到发展的需要、流动性与不确定性下的归属诉求、乡土文化熏染下的行为选择,形成了新生代农民工主观选择的动力。在此基础上文章提出了促进新生代农民工户籍城镇化的路径。

How to promote the household registration urbanization of the new-generation migrant workers and solve the problem of separation of household registration and actual residences has become one of main difficult is⁃sues of social governance in the process of modernization.Based on the“structure-action”perspective,this pa⁃per analyzes the macro and micro dynamic mechanism of the new-generation migrant workers’household registra⁃tion urbanization dilemma.At the macro level,the symbolic meaning and institutional resources of household regis⁃tration,the problem of integration into urban life,the nearby transfer of migrant workers under the spatial division of urban and rural areas,and the development potential of rural areas construct the background of the new-generation migrant workers’household registration urbanization;on the micro level,the subjective choice of the new-genera⁃tion migrant workers is driven by the need of survival to development,the appeal of belonging under the influence of mobility and uncertainty,and the behavioral choice influenced by local culture.On this basis,this paper puts for⁃ward the path to promote the new-generation migrant workers’household registration urbanization.
