新发展格局视角下飞地经济多方主体演化博弈——基于系统动力学

The Evolutionary Game of Multi-subjects in the Enclave Economy from the Perspective of the New Development Pattern--Based on System Dynamics

飞地经济是一种为弥补地区经济差距,促进区域协调发展,构建新发展格局而采取的区域合作方式。建立飞入地、飞出地以及企业三方演化博弈模型并结合系统动力学进行仿真。结果表明:在飞地经济建设初期,企业是飞地经济实现长久发展的核心,上级政府应积极发挥引导作用;飞入地要从自身经济能力出发制定合理的转移补贴比例,持续提供优惠政策、改善营商环境,增强对企业的吸引力,在企业迁入的基础上,将飞地经济收益向飞出地倾斜;飞出地应及时抓住产业转移时机,利用飞地经济这一合作模式为自身产业升级提供缓冲,减少经济波动,保证飞出地经济稳定发展。

The enclave economy is a regional cooperation mode adopted to make up for regional economic gaps,promoting regional coordinated development and building a new development pattern.This paper tries to establish a three-way evolutionary game model of flying-in areas,flying-out areas and enterprises and makes simulation in combination with system dynamics.The results show that:Enterprises are the core of the long-term development of the enclave economy in the early stage of enclave economy construction,and the higher-level government should ac⁃tively play a guiding role;flying-in areas should formulate a rational transfer subsidy ratio based on its own econom⁃ic capacity,and continue to provide preferential policies and improve the business environment in order to enhance the attractiveness to enterprises,and on the basis of enterprises moving in,the economic benefits of the enclave should be tilted towards the place where they fly out;flying-out areas should timely seize opportunity of industrial transfer,and use this cooperation mode to provide a buffer for its own industrial upgrading,reduce economic fluctua⁃tions,and ensure the stable economic development of the flying-out areas.
