农村留守儿童越轨行为社会治理研究--以贵州省B地区异地扶贫搬迁点为例

Research on Social Governance of Rural Left-behind Children’s Deviant Behavior: A Case Study of Relocation Site B in Guizhou Province

农村留守儿童越轨行为违背了公序良俗、一般社会道德和社会的正常期待,在一定程度上危害了公共秩序,呈现易受影响性、渐进性、时空性、治安秩序危害性和顽固性的特征。应引入社会治理的相关理念,以法治为保障,以尊重、关爱、教育为原则,充分发挥基层党组织的领导作用,推动家长--学校--政府--社会多元协同治理,提高预警和响应能力,推进农村留守儿童越轨行为治理工作。

The deviant behavior of rural left-behind children violates the good customs,the general morality and the normal expectation of the society,and endangers the public order to a certain extent,showing the characteristics of vulnerability,gradualness,spatio-temporality,harming the public order and intractability.To deal with the above problems,it is necessary to introduce relevant concepts of social governance,take the rule of law as the guarantee,take respect,care and education as the principles,and give full play to the leadership role of grassroots party organizations,so as to promote the diverse and coordinated governance among parents,schools,the government and society,and improve early warning and response capabilities,and promote the control of deviant behaviors of children left behind in rural areas.
