2021年南宁市基层卫生机构开展艾滋病防控服务现状分析

Service of AIDS prevention and control in primary health institutions in Nanning in 2021

目的 了解广西南宁市乡镇卫生院、社区卫生服务中心(以下简称“基层卫生机构”)艾滋病防控(以下简称“艾防”)服务现状,存在的问题和影响因素,为优化服务体系提供依据。方法 2021年利用问卷调查收集广西南宁市所有基层卫生机构开展艾滋病防控服务状况,通过定性访谈收集相关信息资料。使用EpiData 3.1软件建立数据库,使用SPSS19.0软件对定量调查资料进行分析。运用主题分析法对定性访谈资料进行归纳总结。结果 南宁市基层卫生机构参与了艾滋病防控的宣传教育、行为干预、筛查检测、随访管理和转介治疗等的基层艾滋病综合防控服务,并已将艾防服务融入到本机构的基本公共卫生服务、免疫规划、其他传染病防控、基层医疗服务等的多样化服务中。但还存在工作积极性不高,服务质量偏低,防控人员数量不足,防控人员服务能力有限,投入的经费缺乏评估机制等问题。结论 南宁市需要进一步强化基层艾滋病防控工作的保障措施,加快人才培养,改善艾防人员工资与福利待遇策略,充分发挥基层的作用。

Objective To understand the current status, existing problems and influencing factors of AIDS prevention and control(hereinafter referred to as “Ai Fang”) in township hospitals and community health service centers in Nanning of Guangxi. Method In 2021, a questionnaire survey was conducted to collect the status of AIDS prevention and control services in all primary health institutions in Nanning. Relevant information was also collected through qualitative interviews.EpiData 3.1 software was used to establish the database,and SPSS 19.0 software was used for data analysis. Theme analysis was used to summarize the qualitative interview data. Result The primary health care institutions have been participated in AIDS prevention and control services such as publicity and education,behavioral intervention,screening tests,follow-up management and referral treatment in Nanning. AIDS prevention services have been integrated into basic public health services, immunization programs, infectious diseases prevention and control, and primary health care services. However, there are still some problems, such as low work enthusiasm, low service quality, insufficient number of prevention and control personnel, limited service capacity of prevention and control personnel,and lacking evaluation mechanism of invested funds. Conclusions The safeguard measures needs to be further strengthened for AIDS prevention and control at the grass-roots level in Nanning, such as speeding up personnel training and improving the wage and welfare treatment strategies of AI defense personnel, to give full play to the role of grass-roots units.
