摘要
本研究旨在构建应对突发公共卫生事件的智慧城市数据利用框架,并将其纳入国家标准。通过分析具有代表性的政策、指导方针和最佳实践,总结了智慧城市中数据利用的一般和具体要求。在全国专家问卷调查、山东省迭代数据工作者问卷调查和山东省小规模试验问卷调查的基础上,提出了应对突发公共卫生事件的智慧城市数据利用框架。研究识别出4个方面和25个突发公共卫生事件下智慧城市数据利用的关键要素,4个方面即“数据可用”“数据有用”“数据易用”和“数据善用”。该框架是第一个涵盖数据利用关键性问题和核心要素的整体性框架,可作为指导方针和国家标准,用于规划、构建和监控突发公共卫生事件下的智慧城市数据利用。
This study aims to compose a smart city data use framework responding to public health emergencies(PHE)and land it as a national standard of China.By analyzing representative policies,guidelines and best practices,general and specific concerns for the data use in smart cities are summarized.Based on a nationwide expertise’s questionnaire survey in China and an iterative province-wide data workers’questionnaire survey in Shandong Province of China,as well as a small-scale test-bed questionnaire survey in Shandong Province,a modified smart city data use framework responding to public health emergencies is proposed.4 aspects and 25 concerns are identified as critical aspects to the success of PHE response in the development of smart cities,i.e.,“Data are available”,“Data are useful”,“Data are easy to use”,and“Data are not abused”.The proposed framework is the first of its kind that are comprehensive to cover key issues and concerns about data use,which can be used as a guideline and national standard to map,build,and monitor smart city data use responding to PHE.
