The Theoretical Logic, Realistic Logic and Policy Logic of Standardizing and Guiding the Healthy Development of Capital

贯穿生产、分配、流通、消费四个经济活动环节的二重性是资本的特性,这种二重性对经济发展具有明显的正负两方面作用。在不同的发展阶段,经济发展目标的转换会对资本行为提出不同的要求。从元素与系统、微观与宏观、客体与主体三大关联视角,指出资本行为会通过影响经济制度、经济结构、经济活力来影响经济发展质量。当前,我国资本扩张的方式、资本流动的方向、资本竞争的格局都已出现明显异化现象,制约了我国经济发展质量的提高。在明确资本的流动比静止重要、资本的流向比流动重要、资本的监管慢于资本创新等三点认识的基础上,应采取以系统化经济体制改革为起点、以建设高质量资本市场为重点、有效破解数字经济的监管难点、加强与资本政策相关部门间沟通等措施来规范和引导资本健康发展。

The duality that runs through the four economic activities of production, distribution,exchange and consumption is the characteristic of capital, which has obvious positive and negative effects on economic development. In different stages of development, the transformation of economic development goals will put forward different requirements for capital behavior. From the perspectives of element and system, micro and macro, object and subject, this paper points out that capital behavior will impact the quality of economic development by affecting economic system, economic structure and economic vitality.At present, there has been obvious alienation in the way of capital expansion, the direction of capital flow and the pattern of capital competition, which restricts the improvement of the quality of China’s economic development. On the basis of making it clear that capital flow is more important than stillness, the direction of capital flow is more important than flow, and capital supervision is slower than capital innovation,measures should be taken to standardize and guide the healthy development of capital, such as taking the reform of the systematic economic system as the origin, focusing on building a high-quality capital market,effectively solving the regulatory difficulties of the digital economy, and strengthening communication with relevant departments of capital policies.
