平台经济作为一种新兴经济模式,具有不同于传统行业的经济特征,平台经济领域的反垄断也应当采用与传统行业不同的处理方法。在总结中国平台经济反垄断进展的同时,要注意到当前平台经济反垄断的潜在问题,包括大量依赖静态的分析框架和分析指标、反垄断执法存在短视倾向、反垄断执法的后续影响缺乏妥善处置等。对此,中国反垄断执法机构应当秉持发展与监管并重的原则,通过构建动态分析工具、重视长期福利、推进反垄断执法“类型化”、建立平台协同治理格局等举措稳步建立平台经济反垄断的科学体系。

Platform economy, which acts as an emerging economic model, has different economic characteristics from traditional industries. The antitrust of platform economy should adopt different treatment methods from traditional industries. At the same time of summarizing the progress in platform economy antitrust in China, it is also necessary to pay attention to potential problems, including overly reliance on static analysis framework and indicators, the short-sighted tendency of antitrust enforcement,and the lack of proper treatment of the follow-up influence. In this regard, China’s antitrust agencies should adhere to the principle of equaling development and supervision, and steadily improve the ability of antitrust by constructing dynamic indicators, attaching importance to the long-term total welfare, promoting the classification of antitrust cases, and establishing a collaborative regulation system, in order to establish a scientific system of platform economy antitrust steadily.
