党的十八大以来中国绿色金融体系的构建

Construction of China’s Green Finance System since the 18th National Congress of the CPC

作为应对气候变化、促进经济社会绿色转型、实现碳达峰碳中和目标的措施之一,绿色金融近年来发展迅速,绿色金融产品和市场规模不断扩大,绿色金融体系的构建取得突破性进展,绿色金融的国际引领作用增强。但对照“双碳”目标,目前绿色金融体系仍面临诸多问题和挑战,如绿色金融标准尚未完全统一,科技、人才等要素支撑不足,环境信息披露水平较低,激励和约束机制有待强化。建议加强绿色金融体系顶层设计,从完善绿色金融标准体系、适度超前培育关键要素、提高环境信息披露水平、加强金融监管、完善激励约束机制和培育多层次绿色金融市场体系等方面,进一步健全绿色金融体系。

As one of the measures to cope with climate change, promote the green transformation of economy and society, and achieve the goal of carbon peak and carbon neutrality, green finance has developed rapidly in recent years, the scale of green financial products and markets has been expanding,breakthroughs have been made in the construction of the green financial system, and the international leading role of green finance has been enhanced. However, compared with the "double carbon" goal, the green financial system is still facing many problems and challenges, such that the green financial standards have not been fully unified, the support of technology, talents and other elements is insufficient, the level of environmental information disclosure is low, and the incentive and restraint mechanisms need to be strengthened. It is suggested to strengthen the top-level design of the green financial system, and further improve the green financial system from the aspects of improving the green financial standard system,appropriately cultivating key elements in advance, improving the level of environmental information disclosure, strengthening financial supervision, improving the incentive and restraint mechanism, and cultivating a multi-level green financial market system.
