The Zhejiang Experience of Overseas Chinese Charities:Pianyun Hall and Its Contemporary Enlightenment

1941—1962年间存在于浙江宁波鄞县一带的片云堂,是由本籍旅南洋著名侨领胡嘉烈所创办。其初衷旨在救济因战争而处于沦陷中的乡邻,后逐渐扩大施赈对象与受助区域。片云堂的22年风雨历程,既经历抗日战争到中华人民共和国的重大政治转折期,也实现了自身由传统善堂向近现代慈善公益团体的有效转型。它既是海外华侨创办国内善堂的一个成功案例,也是近代地方慈善机构寻求生存的一个真实缩影。从其运作模式中,当代慈善公益组织可以借鉴到平等慈善观、尊重受助者、董事管理制和公信力建设等经验。

Pianyun Hall,which existed in the area of Yin County,Ningbo,Zhejiang Province from 1941 to 1962,was founded by Hu Jialie,a famous overseas Chinese leader in Nanyang.The original intention of Pianyun Hall was to provide relief to the villagers and neighbors who were occupied by the enemy due to the war,and then it expanded the relief objects and areas.The 22-year history of Pianyun Hall has not only experienced a major political transition from the Anti-Japanese War to the People's Republic of China,but also achieved its effective transformation from a traditional charitable hall to a modern charity organization.It is not only a successful case of overseas Chinese establishing domestic charities,but also a true epitome of the survival of modern local charities.From its operation mode,contemporary charitable organizations can draw lessons from the experience of the concept of equal charity,respect for recipients,director management system and credibility building.
