基于知识可视化的卫生应急建议提案分析

Analysis of Health Emergency Proposals Based on Knowledge Visualization

目的了解2020年新冠肺炎疫情暴发背景下卫生应急管理领域热点问题,为政府在该领域快速准确找出问题,做出决策提供导向。方法运用TF-IDF词频分析与共词分析提取2020年全国两会期间与卫生应急管理和重大疫情防控工作相关的建议提案高频主题词与词对,利用VOSviewer可视化处理和聚类分析,对全国两会期间卫生应急管理建议提案文本进行研究。结果在392件卫生应急建议提案中,共筛选纳入14208个主题词与5083个共现词对,“疫情”“应急”“公共卫生”“防控”“物资”位列词频排序前5名,“疫情-防控”“公共卫生-应急”“应急-物资”“储备-物资”“公共卫生-突发”位列共现词对排名前5,聚类分为以主题词“应急、疫情、传染病、信息、健康”为核心的五个类团。结论将知识图谱等文本挖掘及文本可视化技术广泛应用于时效性较强且信息量大的政策文本或群众诉求中,利于在短期内找到政策热点走向,便于及时研判,做出合理决策。

Objective Under the background of the Covid-19 pandemic,this paper intends to intuitively explore the hot issues raised by delegates in the field of health emergency management,and provide guidance for the government to quickly and accurately identify problems in this field and help them make decisions.Method Carry out visua-lization research for proposed text of health emergency management during the National Two Sessions through comprehensive use of TF-IDF word frequency analysis and co-word analysis,VOSviewer visualization processing and cluster analysis.Results"Epidemic","Emergency","Public Health","Prevention and Control",and"Materials"ranked the top 5 in terms of word frequency."Pandemic-Prevention and Control","Public Health-Emergency","Emergency-Materia-ls","Reserve-Materials"and"Public Health-Emergency"ranked the top 5 word pairs,and the cluster words consisted of five groups,with the theme"emergency,epidemic,infectious disease,information,health"as the core.Conclusion Text mining and text visualization technologies,such as knowledge graph,are widely used in policy texts or public demands with strong timeliness and large amount of information,which can help to find out the trend of policy hot spots in a short period of time,facilitate timely research and judgment,and make reasonable decisions.
