摘要
项目下乡背景下,“造点”是基层常见的反控制行为;政府“造点”研究缺少村庄视角,越来越多的村级组织选择主动“造点”的方式经营村庄,以改变自上而下的资源分配方式,对基层治理产生深刻影响。通过一个典型案例的分析,发现村级组织主动“造点”的主要手段是不断制造亮点,吸引领导注意力,核心作用机制是村级组织对科层体系的反向运作。但看似占据主动的村级组织在主动造点的过程中,却不自觉的更深程度嵌入科层体系,丧失自治性,造成行政吸纳自治、资源低效使用和新村级债务等治理难题,对村民自治产生不利影响。
Under the background of rural projects,“creating typical cases”is a common anti-control behavior at the grassroots level.More and more village-level organizations choose to take the initiative to“creating typical cases”,so as to change the top-down resource allocation mode,which has a pro⁃found impact on grass-roots governance.Through the analysis of a typical case,it is found that the main means of village-level organizations to actively“creating typical cases”is to constantly create high⁃lights and attract the attention of leaders.The core function mechanism is the reverse operation of vil⁃lage-level organizations to the bureaucratic system.However,in the process of taking the initiative,the village-level organizations that seem to occupy the initiative are not consciously embedded into the bu⁃reaucratic system,losing their autonomy,resulting in governance problems such as administrative ab⁃sorption and autonomy,inefficient use of resources and new village-level debt,which have a negative impact on the villagers’autonomy.
