文献信息安全保障的思考

Reflections on the Document and Information Security

文献信息保障水平关系经济社会可持续发展、科学技术创新进步、公众个人全面发展。本文在总体国家安全观视角下分析了我国文献信息安全保障面临的挑战,提出从国家层面统筹构建以数据安全为核心的自主可控的文献信息保障体系的策略,包括在现有文献信息机构合作机制的基础上,进一步建立统筹规划、共建共享的数据保障体系;推动我国科学数据的汇聚与管理,为重点领域科学研究与技术攻关提供核心数据开放支撑服务;建立面向科学研究与技术创新过程的知识服务平台,支持全社会的数据增值开发。

The level of document and information security is crucial for the economic and social sustainable development,scientific and technological innovation as well as the well-being of the general public.By analyzing the challenges facing China’s document and information security from the perspective of the Overall National Security Concept,this paper proposes an independent and controllable Document and Information Guarantee System from the national level to safeguard the data security.The system includes a more coordinated and cooperated data security framework based on the current cooperation of the document and information institutions,to promote the convergence and management of the scientific data providing open core data and related service for scientific and technical research and a Knowledge Service Platform for scientific research and technological innovation,supporting the value-added development of data for all sectors of the community.
