进口再生钢铁原料检验规程现场应用

Field Application of Rules for the Inspection of Imported Recycling Iron-steel Materials

对照《再生钢铁原料》(GB/T 39733-2020)国家标准的技术要求,结合海关现场管理和检验工作实际,本文从《进口再生钢铁原料检验规程》(SN/T 5353-2021)中提炼出海关现场操作要点,对放射性污染物检验、分类检验、爆炸性物品检验、危险废物检验、夹杂物含量检验和固体废物现场排查等6个项目的检验方式、作业程序和抽采样要求进行解读,根据检验结果形成检验合格、检验不合格但允许整改、检验不合格和疑似固体废物4种现场判定结论,以便后续按相应的规定实施处置。

According to the technical requirements of the national standards for "Recycling Iron-steel Materials"(GB/T 39733-2020), combined with the actual Customs on-site supervision and inspection, this paper extracted the key points from "Rules for the inspection of imported recycling iron-steel materials"(SN/T 5353-2021), interpreted the inspection methods, operation procedures and sampling requirements of six items, including radioactive materials inspection, classified inspection, explosive materials inspection, hazardous waste inspection, carried-waste content inspection and on-site investigation of solid waste. According to the inspection results, four on-site judgment conclusions were formed: qualified, unqualified but allowed rectification, unqualified and suspected solid waste for inspection, so as to carry out subsequent disposal in accordance with the corresponding regulations.
