省级主体功能区规划实施效果评估与政策启示——以《湖南省主体功能区规划》实施为例

Evaluation and Policy Implications of Provincial Major Function-oriented Zone Planning:An Empirical Study on Hunan Province

对省级主体功能区规划实施效果评价,可为省级国土空间规划制订与实施提供参考借鉴。依据省级主体功能区功能定位与目标,采用倾向得分匹配(PSM)与双重差分方法(DID),对湖南省主体功能区规划实施的政策效应与措施落实情况进行检验,研究发现:①湖南省空间开发格局更加清晰,城镇发展功能、农业生产功能和生态保护功能稳步提升。②湖南省主体功能区规划实施显著提升了重点开发区域城镇发展功能,贡献了重点开发区域城镇发展功能2012—2018年得分增量的20.63%,但对农产品主产区农业生产功能和重点生态功能区生态保护功能影响不显著。总体而言,湖南省主体功能区规划实施对空间开发格局优化的积极作用有待增强。③湖南省主体功能区规划保障措施有待进一步调整、优化与落实。针对重点开发区域的新增建设用地指标倾斜、农产品主产区的耕地补充、农业发展政策、重点生态功能区的财政支出与人口迁出措施未显著落实。

Evaluating the implementation effects of the provincial major function-oriented zone planning(MFZP)can provide references for the formulation and implementation of the provincial territorial space planning.The results show that:1)The spatial development pattern of Hunan Province is relatively clear,and the functions of urban development,agricultural production and ecological protection have been improved steadily.2)The MFZP in Hunan Province have significantly improved the urban development function in key development zones,contributing 20.63%to the added value of urban development function from 2012 to 2018,but no significant impacts on the agricultural production function of food security zones and the ecological protection function of ecological security zones.In general,it needs to strengthen the positive effect of MFZP implementation in Hunan Province on the optimization of the spatial development pattern.3)The safeguard measures of MFZP in Hunan Province need to be further adjusted,optimized and implemented.The indicators of newly added construction land in key development areas,the supplementary cultivated land and agricultural development policies in the main agricultural production areas,and the fiscal expenditure and population relocation measures in key ecological functionareas,havenotbeensignificantly implemented.
