Application Analysis of Base Map Based on “Three Tones” Achievement

基于“三调”成果的底图应用,在第三次国土调查结果基础上,分步骤实施基础调查与专项调查工作相互结合,以及现状与管理的数据融合方法,通过实施专项调查技术环节,充分认知现有自然资源要素的自然属性、经济属性、社会属性,以及生态属性内容要素,建构一张能够有效支持现代自然资源管理工作的应用性底图。在自然资源部倡导的“两统一”工作职责的具体贯彻落实进程中,统一的底图底数数据信息的准确优质获取,是自然资源主管职能部门各项工作的基础和前提。

Based on the“Three Surveys” base map applications and third land survey results, a data fusion method of combining basic survey,special survey, the present situation and management was carried out step by step through the implementation of special investigation technical links. The natural, economic, social and ecological properties of the existing natural resource elements were fully understood to construct an application base map that can effectively support modern natural resource management. In the process of carrying out the responsibility of “Two Unification” proposed by the Ministry of Natural Resources, accurate and high-quality acquisition of unified base data is the basis and premise of all the work of the departments in charge of natural resources.
