校外培训机构办学行为研究——基于治理客体的实证分析

摘要 校外培训机构是一种以有偿形式向学生提供学校教育之外的补充性和替代性教育课程的培训机构,旨在提高学生学业成绩和其他多方面能力。近年来,校外培训机构数量和规模都在以不同速度增长,但其规范性和有序性领域存在较多问题,需要在国家层面上规范校外培训机构发展,提升校外培训行业管理者外部监管认可度,增强机构自主自律性;需要严格校外培训机构创办条件,提高机构准入门槛;需要强化内部自主监督与外部治理的有机融合,健全协同治理机制。 Off-campus training institutionsare training institutions that provides students with supplementary and alternative education courses beyond school education in a paid form,aiming to improve students'academic performance and other abilities.In recent years,the number and scale of off-campus training institutions have been increasing at different rates,but there are many problems in their standardization.It is necessary to regulate the development of off-campus training institutions at the national level and improve the external supervision and recognition of managers of the off-campus training industry to enhance the autonomy and self-discipline of institutions.It is necessary to strictly enforce the conditions for the establishment of off-campus training institutions and raise the threshold for institutional access.It is also necessary to strengthen the organic integration of internal self-supervision and external governance,and to improve the collaborative governance mechanism.
