海岛地区“两山”转化机制和路径研究——以平潭综合实验区为例

Transformation Mechanism and Path of LWLM in Island Area:Taking Pingtan Comprehensive Experimental Zone as an Example

在文献综述的基础上,首先辨析了“两山”理念内涵,分析了“两山”转化的3种路径,探讨了“两山”转化与生态产品价值实现的内在关系,简要论述了生态产品价值实现的理论基础和主要路径、模式。其次,以平潭综合实验区为例,从“两山”转化的视角,分析了平潭综合实验区2009—2019年开发建设期间,“两山”转化的机制和路径,评估了“两山”转化的经济和生态效果。结果表明,平潭综合实验区是国内海岛地区“两山”双向转化的独特样本,其转化效果与建设目标还有较大差距;平潭“两山”转化过程在时空维度上均需持续精细调控才能克服海岛生态保护与开发的内在矛盾。最后,结合实际,提出了探索“绿水青山”转化为“金山银山”的“平潭模式”和建立健全海岛特色的生态产品价值实现机制等若干建议。

Based on literature review,this study discussed the connotation of“lucid waters and lush mountains are invaluable assets”concept(LWLM),analyzed the three paths of LWLM transformation,explored internal relationship between LWLM transformation and the realization of ecological products and value,with theoretical basis and main path to be taken as references.Secondly,taking Pingtan Comprehensive Experimental Zone as an example,from the perspective of LWLM transformation the mechanism and path of LWLM transformation during the development and construction of the zone during 2009 and 2019 were analyzed,as well as economic and ecological effects of the transformation.It is concluded that Pingtan Comprehensive Experimental Zone is an unique sample of the two-way transformation of LWLM in island area in China,and its transformation effect is still far from aimed goal.The transformation process of LWLM in Pingtan needs continuous control in space and time dimensions in order to overcome problems,such as the inherent contradiction between island ecological protection and development.Last but not the least,based on the actual situation of Pingtan,several specific suggestions were put forward to explore the Pingtan model of transforming Lucid Waters and Lush Mountains to Invaluable Assets,also to establish and improve value realization mechanism of ecological products in island area.
