西南地区资源型城市区域空间及优化策略

Regional Space and Optimization Strategies of Resource-based Cities in Southwest China

资源型城市涉及域外地域空间、市域基质空间和城市实体空间.通过区位偏远度和历史回归演绎法探讨西南地区资源型城市区域空间及优化策略.结果表明:除贵州外其余省(直辖市)资源型城市区位整体较偏远,偏远度排序为:四川(1.44)>重庆(1.35)>云南(1.28)>贵州(0.85);省(直辖市)区位偏远度大,其内部区位偏远度差异也越大;有52%资源型城市没有铁路连接或不开行旅客列车.其市域基质空间具有变动突发性和频繁性,且“二元结构”特征突出.而城市实体空间主要有点状独立工矿地、条带状组团和山地狭促凹地城区等3种结构类型.西南地区资源型城市域外地域空间区域协同策略为完善政府主导的多级协同和加快交通设施建设,市域基质空间协调发展策略为构建合理城镇网络体系和严格地域空间管控,而城市实体空间重构策略为建立城市实体空间重构多元主体责任分担机制、融合产业转型与城市实体空间重构和实施自然山水与城市实体景观共生.

The regional space of resource-based cities involves the extraterritorial regional space,the urban matrix space and the urban entity space.The regional space and optimization strategies of resource-based cities in Southwest China are discussed by means of location remoteness degree and historical regression deduction.The results show that the regional conditions of the resource-based cities in other provinces and regions of Southwest China except Guizhou Province are relatively remote as a whole,and the average regional remoteness degree of the resource-based cities is ranked as Sichuan(1.44)>Chongqing(1.35)>Yunnan(1.28)>Guizhou(0.85).There is bigger difference of regional remoteness degree in cities within a province with bigger degree of regional remoteness.There are 52%resource-based cities in Southwest China without railway connection or passenger trains.The urban matrix spaces of resource-based cities in the region changed suddenly and frequently,and had prominent“dual structure”.There are 3 kinds of structures of urban entity space in the region:point-like isolated industrial and mining towns,strip urban block clusters and urban areas in mountainous narrow concave grounds.The regional coordination strategy of resource-based cities should be improving the multi-level coordination led by the government and speeding up the construction of transportation facilities.In order to coordinate development of urban matrix spaces,building a reasonable urban network system and strictly controlling the regional space should be adopted.Strategies of urban entity space reconstruction are to establish responsibility-sharing mechanism of multiple subjects,integrate industrial transformation and urban entity space reconstruction,and implement the symbiosis of natural landscape and the urban entity landscape.
