摘要
在新型城镇化背景下,县域作为实现城乡融合发展的重要载体,如何妥善处理人地关系,集约利用城镇土地成为一个关键问题.以异速增长模型作为统一可比的城镇土地集约利用测度标准,对2001—2014年浙江省54个县域城镇的土地集约利用水平展开评价与比较,并利用地理探测器对各影响因素展开分析.结果发现:异速增长模型适用于县域城镇土地集约利用测度,城镇化发展阶段、测度有效性和数据质量等对拟合优度具有约束性;浙江县域城镇土地利用整体集约,但也存在人地关系不协调和土地利用粗放等问题;财税与产业、自然条件与发展水平和经济区位是影响浙江县域城镇土地集约利用的三大因素,各因素间有较强的非线性增强作用.最后,从发展县域经济,促进城乡融合发展与国土空间规划方面提出政策建议.
In the context of new urbanization, counties are essential for the integration of urban and rural development. It has become a critical issue to handle human-land relationships and urban land-intensive use properly. Based on the allometric growth model, this paper takes 54 counties in Zhejiang Province as samples to construct a unified and comparable evaluation standard for land-intensive use, and analyzes the land-intensive use level at the county level in Zhejiang Province from 2001 to 2014. This paper also uses geographic detectors to analyze the influencing factors. The results demonstrate that: 1) The allometric growth model is suitable for county-scale urban land-intensive use, while the urbanization development stage, measurement validity, and data quality have constraints on the goodness of fit. 2) Urban land use in Zhejiang counties is generally intensive. However, problems like uncoordinated human-land relations, extensive land use remain to be solved. 3) Fiscal and industrial, natural conditions and development level, as well as economic location are the three factors that affect the land-intensive use in counties in Zhejiang Province, which has a strong mutual reinforcement. Finally, policy recommendations are made in terms of developing the county economy, promoting the integrate development of urban and rural, and spatial planning.
