This paper analyzes the phenomenon as well as summarizing the general and specific characters of possible causes,to pertinently put forward effective measures to promote reforms of the libraries. Colleges and universities can enhance the borrowing rate of paper books in the aspects of join forces of departments,intensive reading in departments,collection structures,reading popularization and hardware optimization,to make the best use of paper books.
