油气田水处理和注入系统地面生产管理标准体系的构建及应用

Construction and Application of Surface Production Management Standard System for Oil and Gas Field Water Treatment and Injection System

油田水处理和注入系统地面生产管理标准体系是企业标准体系的子体系之一,是开展地面生产管理工作的重要基础。中石油近几年虽然做了大量的油气田水处理和注入系统地面生产管理标准制修订工作,但还存在着标准体系不明确、不清晰的问题。在国家战略层面和企业发展层面对标准体系建设的意义进行了分析,并以大庆油田油气田水处理和注入系统地面生产管理标准为基础,按照GB/T 15496《企业标准体系要求》、GB/T 13016《标准体系构建原则和要求》及GB/T 35778《企业标准化工作指南》等标准要求,开展了标准体系构建需求分析,构建了油气田水处理和注入系统地面生产管理标准体系模板,并给出了标准明细表的模板。根据该构建方法开展油气田地面生产管理标准体系的建设,可为推进行业管理水平持续提升提供科学有效的保障。

The surface production management standard system of oil and gas field water treatment and injection system is one of the subsystems of enterprise standard system and an important foundation for surface production management.In recent years,CNPC has done a lot of formulation and revision work on the surface production management standard of oilfield water treatment and injection systems,but there are still problems of unclear standard system.The significance of the construction of the stan-dard system is analyzed from the national strategic level and the enterprise development level.Based on the surface production management standard of Daqing Oilfield water treatment and injection system,according to the requirements of GB/T 15496“Enterprise standard system-requirements”,GB/T 13016“Principles and requirements for constructing standard system”,and GB/T 35778“Enterprise standard-ization-guidelines”,the demand analysis of standard system construction is carried out,the template of the surface management standard system of oil and gas field water treatment and injection system is constructed,and the template of the standard list is given.The standard system of surface production and management of oil and gas fields is built according to this construction method,which can provide a scientific and effective guarantee for promoting the continuous improvement of the industry manage-ment level.
