论信息技术对行政管理透明化的作用

Discussion on the Function of Information Technology to the Transparency of Administration

随着中国经济社会的快速发展,政府对不同社会问题的管理出现了扩领域、强素质的倾向,这一方面有利于社会的稳固和控制;另一方面也有利于我国形成“行政大国”的未来发展。行政管理的透明度直接影响到公民在行政管理中的知情权、参与权、表达权和监督权的实现。文章通过对信息技术在行政管理透明化的支撑作用、差异化的特征以及所带来的负面影响进行分析,并就如何充分利用信息技术的作用提出一些政策建议。

With the rapid development of China's economy and society,the government's management of different social problems tends to expand the field and strengthen the quality,which is conducive to the stability and control of the society on the one hand,and also conducive to the future development of China to become an"administrative power".The transparency of administrative management affects directly the realization of citizens'right to know,right to participate,right to express and right to supervise.This paper analyzes the supporting function,differentiation characteristic and negative influence of information technology in administrative transparency,and puts forward some policy suggestions on how to make full use of the function of information technology.
