环境规制、碳减排如何助推经济高质量发展——基于中国省域面板的空间计量分析

How Can Environmental Regulation and Carbon Emission Reduction Promote High-Quality Economic Development:Based on the Spatial Measurement Analysis of China’s Provincial Panel

采用空间杜宾模型,实证检验了环境规制、碳减排对经济高质量发展的影响机理,并厘清三者之间的关系,研究发现:(1)中国各省份经济高质量发展在空间上呈现出显著关联性,其中东部沿海地区多呈现“高—高”集聚,西部欠发达地区多呈现“低—低”集聚。(2)环境规制对碳排放的直接效应显著为正,且二者关系存在倒“U”型,空间溢出效应不显著。(3)环境规制政策对本地区与邻近地区经济高质量发展的影响存在异质性。(4)碳减排能够有效助推经济高质量发展,且在环境规制对经济高质量发展的影响中存在中介效应。

This paper uses spatial Dubin model to test the transmission mechanism and influence mechanism among environmental regulation,carbon emission reduction and high-quality economic development empirically.It can also help clarify their relationship.The results show that:(1)The high-quality economic development of China’s provinces is significantly related in space.Among them,the eastern coastal areas mostly show“high-high”agglomeration,and the western underdeveloped areas have multiple layers of“low-low”agglomeration.(2)The direct effect of environmental regulations on carbon emissions is significantly positive,and the relationship between them is inverted“U”-shaped;the spatial spillover effect is not significant.(3)The impacts of environmental regulatory policies on the high-quality economic development between local region and neighboring regions are heterogeneous.(4)Carbon emission reduction can effectively promote high-quality economic development,and there is an intermediary effect in the impact of environmental regulations on high-quality economic development.
