西南边境地区兴边富民进程与生态文明建设交互关系的时空格局

The Characteristics of the Interaction between the Process of Prospering the Frontier and Enriching People and the Construction of Ecological Civilization in Southwest Border Area

以西南边境地区广西段为例,在分析推演兴边富民进程与生态文明建设交互机制的基础上,测度二者的耦合协调关系。结果表明:(1)2000—2019年,西南边境地区广西段兴边富民进程与生态文明建设综合评价指数快速增长,分别呈现“南北夹逼”与“整体分散,局部集聚”的格局特征,二者在空间上形成鲜明的“错位”关系;(2)兴边富民进程与生态文明建设的耦合协调度呈现由北向南递减—递增的变化特征,二者关系历经了轻度失调—濒临失调—勉强协调的演变过程,区域之间多级分化现象明显;(3)在边境地区快速发展阶段,生态文明要素、生态文明压力和生态文明治理对兴边富民进程与生态文明建设的耦合协调度主要起反向阻滞作用,交互促进作用尚显松弛。在顾及生态环境保护中加快推进兴边富民进程和因地制宜制定实施差异化的生态文明建设措施,是未来边境地区实现可持续发展的重要路径之一。

Taking the Southwest border area as an example,on the basis of deducing the interactive mechanism between the process of prospering the frontier and enriching people and the construction of ecological civilization,this paper measures the coupling and coordination relationship between them.The results show that:(1)From 2000 to 2019,the comprehensive evaluation index of the process of prospering the frontier and enriching people and the construction of ecological civilization in Southwest border areas increased rapidly,showing the pattern characteristics of“South-North pressure”and“overall dispersion and partial agglomeration”,and the two formed a distinct“dislocation”relationship in space.(2)The degree of coupling and coordination between the process of prospering the frontier and enriching people and the construction of ecological civilization has shown a decreasing-increasing change from North to South.The relationship between the two has gone through the evolutionary process of mild imbalance-on the verge of imbalance-barely coordinated,and the phenomenon of multi-level differentiation between regions is obvious.(3)From the perspective of the ecological civilization construction subsystem’s role in the coupling and coordination of the process of prospering the border and enriching people and the construction of ecological civilization,in the rapid development stage of the border area,the elements of ecological civilization,the pressure of ecological civilization and the governance of ecological civilization mainly affect the coupling and coordination of the two systems.To block the effect,the interaction promotion effect is still loose.Accelerating the process of rejuvenating the border and enriching the people while taking into account the ecological and environmental protection and formulating and implementing differentiated ecological civilization construction measures according to local conditions are the main paths for realizing the coordinated and sustainable development of border areas and ecological civilization in the future.
