Governance risk and mitigation in the construction of Digital Government

数字化革命已然开始,于政府而言,在数字政府建设中采取技术治理是一个具有时代价值的问题。我国的数字政府建设应坚持技术治理的基本立场,注意规避“数字鸿沟”“数字内卷”“数字偏差”“数字悬浮”导致的治理风险,从而找寻出数字政府建设的主要路径,实现从“用数据治理”到“对数据治理”的扩展,以此构建“服务高效、治理精准、决策科学和数字适宜”的现代政府。

The digital revolution has begun.As far as the government is concerned,building a digital government and carrying out digital governance is a problem of contemporary value.In China,the construction of digital government should adhere to the basic position of technological governance,pay attention to avoiding the governance risks caused by“digital divide”,“digital Involution”,“digital deviation”and “digital suspension”,so as to find the main path of building digital gov ernment and realize the expansion from “use data governance”to“proficient in data governance”,so as to build a modern government with“efficient service,accurate governance,scientific decision-making and digital suitability”.
