电子政务服务的要素、本质与特征探究

Analysis on the Elements,Essence and Characteristics of E-government Service

目前,电子政务已成为我国服务型政府建设的重要方式,但在政务服务从传统走向电子化过程中,社会各界对电子政务与电子政务服务的认识存在差异。本文通过区分二者的构成要素,探讨了电子政务服务的类型与本质属性,并以服务的基本特征为依据对电子政务服务与传统政务服务进行比较,明确了电子政务服务的基本特征以及电子政务与电子政务服务的关系,以期为电子政务服务相关研究提供认识基础。

At present,e-government has become an important way of building a service-oriented government in China,but in the process of government services from traditional to electronic,there are differences in the understanding of e-government and e-government services.By distinguishing the two constituent elements,this paper discusses the types and essential attributes of e-government services,compares e-government services with traditional government services based on the basic characteristics of services,and defines the basic characteristics of e-government services and the relationship between E-government and e-government services,in order to provide a cognitive basis for the research of e-government services.
