乡村振兴视域下推进“一村一辅警”建设之对策

Countermeasures to Promote the Construction of “One Village and One Auxiliary Police” from the Perspective of Rural Revitalization

“一村一辅警”是加强农村地区社会治安防控体系建设、化解治安风险和维护农村社会稳定的重要力量,也是新时代实施乡村振兴战略的现实之需。目前,我国“一村一辅警”建设还存在相关法律制度缺失、保障机制不健全以及辅警队伍综合素质有待提高等问题。为切实推进“一村一辅警”建设,本文提出以下对策:完善辅警管理制度、建立三级财政保障体系、探索辅警晋升机制、做好辅警招录培训工作、健全辅警工作考核机制以及构建“互联网+”警务模式,以夯实乡村振兴的法治基础,助推农村治理体系和治理能力现代化。

“One village and one auxiliary police” is an important force to strengthen the construction of social security prevention and control system in rural areas,resolve security risks and maintain rural social stability.It is also the practical need to implement the Rural Revitalization Strategy in the new era.At present,there are still some problems in the construction of “one village and one auxiliary police” in China,such as the lack of relevant legal system,imperfect guarantee mechanism and the improvement of the comprehensive quality of the auxiliary police team.In order to effectively promote the construction of “one village and one auxiliary police”,this paper puts forward the following countermeasures:improve the auxiliary police management system,establish a three-level financial security system,explore the auxiliary police promotion mechanism,do a good job in the recruitment and training of auxiliary police,improve the auxiliary police work assessment mechanism and build the “Internet+” police mode,so as to consolidate the legal basis of Rural Revitalization and promote the modernization of rural governance system and governance ability.
