家庭转变与基层社会治理关系研究

Building A New Pattern of Primary-Level Social Governance:A Family Perspective

本文在界定家庭转变概念的基础上,辨识了家庭转变、基层社会治理与家庭家教家风之间的内在关联。本文认为,一方面,因应新时代家庭转变面临的新特征、新问题,基层治理必须在“家”字上“做文章”,尽快推动将家庭优先视角融入所有相关公共政策,打通婚—孕—生—养—育—赡养全链条中的阻梗,积极回应转变中的家庭诉求。另一方面,提升基层治理能力、构建基层治理新格局,须在小“家”上“做大文章”,以和谐家庭强固基层治理基础,以严正家教增强基层治理效能,以优良家风涵育基层治理软实力,进而以基层治理推动社会治理、国家治理,形成中国独特的社会治理之道。

This paper identifies the intrinsic relationships among family transition,primary-level social governance,and the interplay of family,family education,and family ethics.It argues that family transition in the new era has put forward new demands for primary-level governance;meanwhile,primary-level governance has formed new expectations for family participation.Therefore,the new pattern of primary-level governance should be based on family.It is necessary to prioritize family wellbeing in all relevant public policies as soon as possible and break the obstacles in the life-course chain of marriage-pregnancy-childbearing-childrearing-old-age support to meet family demands.Also,it is vital to promote family self-control to strengthen the foundation of primary-level governance,optimize family education to enhance the effectiveness of primary-level governance,and use good family culture to nurture the soft power of primary-level governance.
