我国“专精特新”政策实施情况分析

Analysis of China’s “Specialized,Fined,Peculiar and Innovative” Policy and Its Implementation

中小企业是国民经济发展的生力军和基石。多年来,从中央到地方不断加大“专精特新”政策实施力度,培育了2000多家专精特新“小巨人”企业,有效连接产业链“断点”、疏通“堵点”,提升产业链供应链的韧性,促进我国经济高质量发展。从与德国“隐形冠军”企业的比较看,推进我国中小企业“专精特新”发展方式,不仅需要加大中央财政奖补力度,更需要整个社会多项制度的配套和相应文化氛围的形成。

Small and medium-sized enterprises are the driving force and cornerstone of national economic development.Over the years,from the central to local governments,we have been increasing the implementation of the “Specialized,Fined,Peculiar and Innovative” policy,cultivating more than 2,000 specialized and new “Small Giant” enterprises,effectively connecting the “break points” and “blockages” of the industrial chain,improving the resilience of the supply chain and promoting the high-quality development of our economy.In comparison with Germany’s “Invisible Champion” enterprises,to promote the development of small and medium-sized enterprises in China,it is not only necessary to increase the incentives and subsidies of the central government,but also need the support of multiple systems in the whole society and the formation of the corresponding cultural heritage.
