Shanghai should rely on major strategic carriers such as Pudong Socialist Modernization Leading Zone,Shanghai Pilot Free Trade Zone,Lin-gang New Area and Hongqiao International Open Hub,timely seize the strategic opportunities brought by RCEP and CAI,benchmark with CPTPP and other high-level international trade rules,focus on knowledge-intensive services,expand the opening-up of high-end service trade at a higher level and in a wider field,and enhance the level of system-based opening-up.
