On the Climate Environment for Industrial Upgrading

必须深刻认识和科学把握全球性产业与气候变化环境的关联及其内在互动规律。基于产业发展需要,坚定全球性共识、推进全球性行动,是人类追求绿色低碳发展的必由之路。为此,发达国家必须加快实现碳中和,为发展中国家减少碳排放提供资金、技术支持,以补偿等方式调节部分国家的利益,全面通过《巴黎协定》实施细则,为全球性行动奠定基础。同时,发展中国家也应注重科技进步、产业结构优化和升级、生态降碳和倡导全民低碳贡献等。

It is necessary to deeply understand and scientifically grasp the relationship between global industry and climate change environment and its internal interaction law.Based on the needs of industrial development,strengthening global consensus and promoting global action is the only way for mankind to pursue green and low-carbon development.To this end,developed countries must accelerate the realization of carbon neutrality,provide financial and technical support for developing countries to reduce carbon emissions,adjust the interests of some countries through compensation and other methods,and fully adopt the implementation rules of the Paris Agreement to lay the foundation for global action.At the same time,developing countries should also pay attention to scientific and technological progress,optimization and upgrading of industrial structure,ecological carbon reduction,and advocating low-carbon contribution for the whole people.
