为按期实现碳达峰的艰巨任务,上海必须强化政府与市场双轮驱动,引导更广泛的社会力量参与。既要切实发挥政府在政策制订、法律法规完善、科技和制度创新、能源和相关领域改革,以及破除制约绿色低碳发展体制机制障碍等方面的导向和规范作用,又要充分发挥市场机制作用,特别是依托上海国际金融中心建设,加快绿色金融体制机制创新,为上海实现碳达峰提供有力支撑。

In order to achieve the daunting task of reaching the carbon peak on schedule,Shanghai must strengthen the two-wheel drive of the government and the market,and guide the participation of a wider range of social forces.The government should play a guiding and regulating role in policy formulation,law and regulation improvement,science and technology and system innovation,energy and related field reform,as well as breaking down institutional barriers to green and low-carbon development,and give full play to the role of market mechanism,especially relying on the construction of Shanghai International Financial Center to accelerate the innovation of green financial system and mechanism,so as to provide strong support for Shanghai to achieve the carbon peak.
