林芝市河湖管理与保护工作的实践与思考

摘要 林芝市在全面推行河长制的5 a间,河湖管理与保护工作取得显著成效,水资源配置格局明显优化、水安全保障能力有效提升、水污染防治成效突出、水环境问题持续改善、水域岸线管理创新发展。但同时也存在工程性缺水、水旱灾害防御能力薄弱、水污染防治水平低下、水生态保护任务艰巨等系列问题。需要统筹水资源、水灾害、水环境、水生态系统治理,推动城乡供水统筹、高标准建设灌区、水资源节约集约利用,补齐补强水旱灾害防御短板弱项,开展水体污染综合整治和污水排放处理,强化河湖水生态环境保护和水执法监管。 During the past five years of the full implementation of the river chief system in Nyingchi City,remarkable achievements have been made in river and lake management and protection.The pattern of water resources allocation has been significantly optimized,the ability of water security has been effectively improved,the effectiveness of water pollution prevention and control has been outstanding,the water environment has been continuously improved,and the water shoreline management has been innovated and developed.However,there are also a series of problems such as engineering water shortage,weak ability of flood and drought disaster prevention,low level of water pollution prevention and control,and arduous task of water ecological protection.It is necessary to coordinate the management of water resources,water disasters,water environment and water ecosystem,promote the overall planning of urban and rural water supply,the construction of irrigation areas with high standards,the economical and intensive utilization of water resources,supplement and strengthen the weakness of flood and drought disaster prevention,carry out comprehensive improvement of water pollution and sewage discharge treatment,and strengthen the protection of river and lake water ecological environment and water law enforcement supervision.
