基于AHP-Fuzzy法的内河航标服役状态评价模型研究

摘要 内河航道助航标志在服役过程中经常会因为各种原因发生失常,影响到助航效果、航运安全和通航效率,因此需要对内河航标的服役状态开展综合评价。文章主要采用模糊综合评判和层次分析法相结合的方式研究内河助航标志服役状态的评价问题。首先总结了内河航标评价的研究现状并提出了思考和建议,然后从航标的服役目的出发,综合考虑航标的基本效能、助航功能发挥状况和支持保障情况,通过对航标服役状态影响因素的分析比选,将硬指标和软指标进行有效融合,构建出契合内河航道助航标志情况的评价指标体系,建立了基于AHP-Fuzzy法的助航标志服役状态评价模型。研究结果可为内河航标的精细管理工作提供一定的决策支持。 Navigation marks are one of the important navigation aids to ensure the safe navigation of ships in inland waterways.The abnormal service status of navigation marks directly affects the effect of navigation aids,which cannot ensure the safety and navigation efficiency of navigation.This paper adopted the method of combining fuzzy comprehensive evaluation and analytic hierarchy process to study the evaluation of the service status of inland waterway navigation marks.Starting from the service purpose of navigation marks,it comprehensively considered the basic efficiency of navigation marks,the status of navigation aids and the support and guarantee situation.Through the analysis and comparison of the influencing factors of navigation marks′service status,the hard index and soft index were effectively integrated,and the evaluation index system suitable for inland waterway navigation aids was constructed.The service condition evaluation model of navigation aids based on AHP-Fuzzy method was established.The results can provide decision support for the fine management of inland navigation marks.
