从开放式改革的根本逻辑中汲取智慧和力量,是确保数字化改革推进方向正确、成效显著的现实路径。遵循类比分析思想,在探讨开放式改革(改革1.0版)历史变迁和成功经验的基础上,结合浙江省数字化改革实践,辨析开放式改革与数字化改革的运行逻辑与关系,阐释数字化改革(改革2.0版)的根本逻辑和基本原则,并从技术视角提出促进数字化改革行稳致远的对策建议,旨在深化对数字化改革理念、思路和方法的认识,为浙江争创社会主义现代化先行省、共同富裕示范区建设提供改革力量,也为全国数字化改革提供可借鉴的理论和实践样本。

Drawing wisdom and strength from the fundamental logic of open reform is a realistic path to ensure the correct direction and remarkable results of digital reform.Following the thought of analogy analysis,and based on the analysis of the historical changes and successful experience of the reform and opening(reform version 1.0),this paper combines the practice of digital reform in Zhejiang Province with the analysis of the operation logic and relationship between open reform and digital reform,discusses the fundamental logic and basic principles of digital reform(reform version 2.0),and puts forward suggestions to promote the stability and long-term development of digital reform from a technical perspective.It is conducive to deepening the understanding of the concepts,ideas and methods of digital reform,providing reform strength for the construction of modernized Zhejiang as a leading province and common prosperity demonstration area,and offering theoretical reference and practical samples for the national digital reform.
