摘要
全球高等教育未来发展形态范式是构建世界教育共同体的国际主张所涉及的价值体系和行为准则的集合。在全球性政治、经济、教育环境波动中,全球高等教育开放发展形态范式转变显著,其空间范式转向全球、国家、个体三维共同体格局。从宏观、中观、微观三个层面来看,各治理主体、理念、趋势呈现“多边共赢、协同善治、情感包容”的多元范式转变特征。我国应围绕构建人类命运共同体,通过精准传播中国声音,为世界高等教育发展提供中国方案;通过协同国际方向、加强顶层设计来规划高等教育政策;通过共同创造、知识创新向世界提供高质量高等教育;通过多元治理确保我国高等教育人才高质培养和引进。
The paradigm of the future global development of higher education is a collection of value systems and codes of behaviors involved in the international propositions of building a world education community.With the fluctuation of global political,economic and educational environment,the paradigm shifts of global higher education's future development pattern are obvious,with its spatial paradigm shifting to a three-dimensional community pattern—global,national and individual.From the macro,medium and micro levels,all governance subjects,concepts and trends are characterized by paradigm shifting of“multilateral win-win,collaborative good governance and emotional tolerance”.China should focus on building a community with a shared future for mankind,and provide its solutions for the development of higher education in the world through precise voice,plan education policies in coordination with the international direction and strengthen top-level design,provide high-quality education to the world through joint creation and knowledge innovation,ensure high-quality training and introduction of talents through multi-subject cooperation.
