创新资源约束下区域创新驱动发展影响因素及路径选择 被引量:2

A Study on Influence Factors and Pathway Selection of Innovation-driven Development under Innovation Resource Constraints

摘要 创新驱动发展战略已经上升为国家重大战略,然而由于历史和现实原因,中国中西部地区普遍存在创新资源约束、创新驱动发展严重滞后等问题。鉴于此,采用主成分分析法,以郑州市为例对创新资源约束下区域创新驱动发展影响因素进行探索,研究发现创新资源约束区创新资源获取与利用能力、区域创新环境、政府创新投入水平以及区域基础研究实力四个因素对区域创新驱动发展影响较大,在此基础上提出加强顶层设计、建立供给侧创新资源配置机制、建立良好的区域创新生态系统、加大政府创新投入、完善跨区域创新合作机制等路径措施,以期为创新资源约束区实现创新驱动发展战略提供理论借鉴和实践指导。 Innovation-driven development strategy has been a vital national strategy.However,innovation-driven development is backward in the central and western regions of Chinadue to historical and practical reasons.In view of this,this study adopts principal component analysis methods to explore the influencing factors of regional innovation-driven development under the constraints of innovation resources by the case of Zhengzhou.The results shed light on that innovation resource acquisition and utilization capability,regional innovation environment,government innovation inputlevelas well as regional basic research capability have significant effect on the regional innovation-driven development.Finally,this study puts forward some suggestions which includestrengthening the top-level design and the establishment of the supply-side of innovation resource allocation mechanism,establishinganexcellent regional innovation ecosystem,increasing government innovation research investment as well as improving the mechanism of inter-regional innovation cooperation and so on,in order to provide theoretical reference and practical guidance for realizing the innovation-driven development strategy under innovation resource constraints.
