摘要
新型智慧城市建设的核心是以“人”为本,为更科学合理地体现“人”的感受,采用主观数据对智慧城市建设质量进行研究。以欧盟指标为基础,结合相关研究提出一套科学全面的新型智慧城市评价指标体系,同时采用模糊包对专家群体的意见进行整体表征,构造基于模糊包的VIKOR方法(BB-VIKOR)对新型智慧城市建设质量进行评价。研究表明:改进的模糊包线性偏好函数可以解决VIKOR方法在模糊包领域运用中正、负理想解的选择问题,并且改进的多属性模糊包的距离公式能准确衡量出方案与正、负理想方案之间的偏差程度。运用该方法可以有效地对云南省新型智慧城市建设质量进行评价,结果显示:云南省新型智慧城市建设呈现出地域差异特点,省会城市及靠近省会的城市集群建设成效较好。
The core of the new construction of smart cities is“people”,which concerns more about scientific and reasonable feelings of“people”.This paper uses subjective data to study the quality of smart city construction.Based on EU indicators,a scientific and comprehensive new smart city evaluation index system is put forward.At the same time,fuzzy package is used to represent the opinions of experts,and VIKOR method(BB-VIKOR)is constructed to evaluate the construction quality of new smart cities.The research shows that the improved linear preference function of fuzzy package can solve the selection problem of positive and negative ideal solutions of VIKOR method in the field of fuzzy package,and the improved distance formula of multi-attribute fuzzy package can accurately measure the deviation degree between positive and negative ideal scheme.This method can effectively evaluate the construction quality of new smart cities in Yunnan Province.The evaluation results show that the construction of new smart cities in Yunnan Province presents regional differences,and the construction of provincial capitals and urban clusters near the provincial capital has achieved good outcomes.
