核电厂执照更新管道老化管理临时导则解析及应对实践

Analysis and Practice of Interim Staff Guidance for the Piping Ageing Management of Nuclear Power Plant License Renewal

在秦山核电厂运行许可证延续申请审评对话阶段,审评组和申请方与美国核管会技术交流时首次接触到核电厂执照更新临时导则,发现临时导则变更反映了执照更新审评的经验总结、老化管理新成果和新技术的变化,是执照更新基准文件不可或缺的一部分。鉴于国内许可证延续借鉴了执照更新的技术思路,国家核安全局要求电厂按照临时导则要求补充论证分析,是审评对话中提出的重大纠正行动。本文基于临时导则在秦山核电厂老化管理及运行许可证延续审评中的良好实践,以埋地管道、消防水管道、含硼水环境下不锈钢管道、侵蚀机理四项管道老化管理变更为典型对象,详细分析了其变更内容,并给出了行之有效的应对策略,供国内核电厂开展老化管理及延寿工作、核安全监管单位编制中国核电厂通用老化经验报告借鉴参考。

During the review dialogue of the Qinshan Nuclear Power Plant Operation License Extension(OLE)application,the review team and applicant contacted with the interim staff guidance(ISG)of nuclear power plant license renewal for the first time through technical exchanges with the US Nuclear Regulatory Commission.ISGs are the summary of license renewal review experience and indispensable part of the license renewal benchmark.The National Nuclear Safety Administration required the OLE applicant to supplement the demonstration in accordance with ISGs,which is a major corrective action proposed in the review dialogue.Based on the good practice dealing with ISGs in Qinshan OLE,the article considered buried piping,fire water piping,stainless steel piping in boron-containing water environments,and erosion-corrosion mechanisms to analyze the ISGs changes in detail,and give an effective response strategy.This article can be used as a reference for domestic nuclear power plants to carry out the aging management and life extension work,and for the National Nuclear Safety Administration to prepare China s report on generic aging lessons learned.
