Opportunities,Challenges and Path Choice of Green Insurance Under the Dual Carbon Goal

近年来,我国绿色保险顶层设计不断完善,绿色保险产品种类持续创新,在有效防范气候变化风险、减少经济波动带来的负面冲击等方面发挥了作用。本文简要探讨绿色保险内涵、特点及积极效应,梳理绿色保险发展现状,从强制保险模式、任意保险模式和“任意+强制”模式三个方面探讨发达国家绿色保险发展实践经验,基于我国发展现实提出建立健全绿色保险配套立法、加强对绿色保险宣传、创新绿色保险产品和服务、开展绿色金融专业培训等政策建议。

In recent years,China's top-level design of green insurance has been continuously improved and the types of green insurance products have been continuously innovated,so as to effectively prevent the risk of climate change and reduce the negative impact caused by economic fluctuations.This paper briefly discusses the connotation,characteristics and positive effects of green insurance,combs the development status of green insurance,and aims at the problems exist‐ing in the development process of green insurance,such as imperfect legal system of green insurance,unbalanced region‐al development,environmental legal liability system and environmental information disclosure system to be improved,and the effect of government promotion is not obvious This paper discusses the advanced practical experience of green insur‐ance development in developed countries from the three aspects of arbitrary insurance mode and arbitrary+mandatory mode.Based on the development reality of our country,it is proposed to establish and improve the supporting legislation of green insurance,optimize the policy environment and increase the support for green insurance at the national level;At the enterprise level,we should strengthen the publicity of green insurance,improve the awareness of environmental risk prevention,and build a scientific environmental risk assessment system;At the insurance company level,innovate green in‐surance products and services and balance the contradiction between supply and demand of green insurance;At the level of industry associations,actively carry out professional training related to green finance and strengthen exchanges and co‐operation.
